1 – PURPOSE OF THE PROCUREMENT.
The purpose of this Procurement is the leasing of a property intended to become the Official Residence of the Ambassador of the Argentine Republic in the city of Bangkok, Kingdom of Thailand, fully in agreement with the requirements detailed herein.

2 – FORMAT OF THE BIDS.
Every page of the Bid must be signed by the Bidder, and be delivered before the deadline. From that moment on, submissions, modifications, additions or alterations to the Bids will not be accepted under any circumstances.

On the cover of the Bid the following must be clearly visible:

EMBASSY OF THE ARGENTINE REPUBLIC IN THE KINGDOM OF THAILAND
"LEASE OF A PROPERTY FOR THE OFFICIAL RESIDENCE OF THE ARGENTINE AMBASSADOR IN THE KINGDOM OF THAILAND".

The mere submission of the Bid implies, on the part of the Bidder, the full knowledge and consent of the terms that govern the present Procurement, as well as the correct interpretation of its exact scope.

3 – CONTENTS OF THE BIDS
Bids must contain the information detailed below.

3.1) A Bid Submission Letter, which should include the full name of the person or the company, address, zip code, telephone number, email address, and fax number. All notifications made to stakeholders, bidders, and the successful bidder by any of these means should be considered valid.

3.2) Description of the Property. The Bid must contain a detailed description of the property. This must include the age, type of construction, the quality and characteristics of the building, etc. It should also indicate the location of the property, provide a building plan and a street map with its geographical location, and photographs of the property and the building.
The property must be offered with full utilities (water, electricity, gas, heating, etc.), duly authorized and in proper working conditions.
The property must be four hundred fifty square meters (450 m2) in area, with variations of plus/minus ten percent (10%) being acceptable, and should have parking space for at least two (2) cars.
The property must be located in an area with public buildings, embassies and/or consulates.
The property must be free of any encumbrances, liens, and/or mortgages.
A visit to the property by any person(s) designated by the Embassy of the Argentine Republic must be allowed.

3.3) The Bidder shall commit to the conditions proposed in the Bid for a period of FIFTEEN (15) days.

3.4) The Bid must be accompanied by a "LEASE AGREEMENT" draft, which must at least include the following conditions:
a) The term of the lease is for three (3) years.
b) Extension: a provision for extending the lease by written agreement between the parties.
c) The currency for payments will be the Thai BAHT.
d) The lease fee will be expressed in monthly payments.
e) Payment schedule: one month in advance. Proposals of payments of up to three
months in advance will also be considered.
f) All services included in the lease fee must be clearly indicated.
g) Extraordinary expenses must be paid by the Leaser.
h) The principle of jurisdictional immunity of the property in accordance with the Vienna Convention
on Diplomatic Relations must be accepted.
i) The principle of the inviolability of property intended for diplomatic activity, as established in
the Vienna Convention on Diplomatic Relations, must be accepted.
j) The Diplomatic Termination clause must be accepted.
k) The placement of the national flag and the coat of arms on the façade of the leased building must
be allowed.
l) It must be stated that the owner and/or any designated agent must obtain the consent of the Lessee
prior to entering the property.
m) Any amendment to the Lease Agreement must be made by written agreement between the parties.

3.5) Price quotations in the proposals must be expressed in words and numbers in BAHT. Crossings out, amendments, erasures or interlining, if any, shall be duly noted by the signatory of the Bid.

4 – BID OPENING SESSION.
A public Bid opening session will be conducted on the date and time previously indicated, in the presence of officials designated for this purpose, as well as any persons who desire to attend. The minutes of the Bid opening shall be signed by the officials involved, and – if they so wish – by the Bidders and others present.

5 – EVALUATION OF BIDS.
Bids will be evaluated by the Evaluation Commission of the Ministry of Foreign Affairs and Worship of the Republic of Argentina.

During the period of evaluation of the Bids, the Ministry may request Bidders to correct any errors or omissions in the Bids.

The corrections should not be used by any Bidder to alter the substance of their Bid, neither to improve the Bid nor in any other way take advantage over other Bidders.

If the Bidder does not correct any such errors or omissions within the time set for that purpose, the bid will be considered withdrawn.

6 – AWARDING OF THE BID.
The award will favor the Bid that, while complying with all requirements presented in these Bidding Terms, the Ministry judges most appropriate, taking into account the quality of the property, suitability of the Bidder, price, benefits offered, and other conditions in the Bid.

The successful Bidder and all other Bidders will be informed of the award decision by email or fax within FORTY-EIGHT (48) hours after the Bid has been awarded.

Once the awarding of the Bid has been publicized, the Argentine Representation shall proceed to sign the Lease Agreement.

7 – PAYMENT METHODS.
Payments for the lease services rendered will be made in accordance with the provisions of the Lease Agreement.
