I – SPECIAL BIDDING TERMS AND CONDITIONS

1 – PURPOSE OF THE PROCUREMENT

The purpose of this invitation to bid is the lease of property to be used as the Official Residence of the Embassy of the Argentine Republic to the KINGDOM OF THAILAND, in accordance with the provisions contained in this document and the applicable regulations.

2 – CLARIFICATIONS AND ANSWERS TO QUERIES

Consultations to this Bidding Terms and Conditions shall be made, in writing, in English or Spanish, at the address indicated by the Embassy as the place of presentation of offers, or by e-mail to etail@mrecic.gov.ar, with at least a minimum of SEVENTY TWO (72) working hours before the opening date, providing the name or business name, address, fax and e-mail address in which the communications shall be made until the day of the opening of the offer. Telephone consultations will not be accepted and those made after the opening will not be answered.

3- HOW TO SUBMIT THE BID

The bid must be submitted from Wednesday to Friday, from 9.00 A.M to 4 P.M, until Monday 19th December 2016 at 10.00 A.M. as follows:

a) In writing, inside a closed envelope at the Embassy of the Argentine Republic in Bangkok, Suite 1601, 16th floor, Glas Haus Building, No. 1 Sukhumvit 25, Sukhumvit Road, Vadhana District, Bangkok, 10110, with the signature of the bidder or their legal representative on every page. The envelope must be identified as follows:

b) If the bid is sent by mail, it will be deemed to have been submitted at the date and time of receipt indicated by the Front Desk of the Office.

Notices to interested parties, bidder and awardee will be deemed valid if given at the address written on the envelope, through any of the following: e-mail, fax, mail, certified letter or voluntary appearance of the interested party or their attorney-in-fact/legal representative.

The bid may only be submitted until the submission deadline established. No changes introduced thereafter will be accepted.

The submission of the bid implies full knowledge and acceptance by the bidder of the provisions governing this procurement and the interpretation of its precise scope.

4 – CONTENT OF THE BID

The bid must be drafted in ENGLISH.

The bid must be signed on each and every page by the bidder or their legal representative.

All deletions, amendments, erasures and text added between lines, if any, must be duly initialled by the persons signing the bid.

The bid must include the following information:

4.1 The bid must include a detailed description of the property as per the Technical Specifications (point II of the document)

4.2 The bid signed and submitted by a legal representative must also include a copy of the relevant power of attorney or relevant documents authorizing said representative to sign the bid

4.3 A special address must be established in the City of BANGKOK

4.4 A commitment to maintain the bid for a term of THIRTY (30) days must be offered, from the day of the opening. This term will be automatically extended for another equal term, unless the bidder expressly states its intention not to renew the maintenance term at least TEN (10) running days before the expiration of each term

4.5 A draft “LEASE AGREEMENT” must be included, which will make provision for, at least, the following:

a) The lease term will be THREE (3) years.
b) The payment currency will be the THAI BAHT (THB)
c) Detail the amount of the monthly rent
d) Payment method
e) The services included in the rent amount shall be specified.
f) Indicate if a security deposit will be requested.

4.6 The bidder must submit the Affidavit attached hereto as ANNEX A

4.7 The bidder who submits the offer as an real estate agent or intermediary, must accompany the corresponding authorization to offer the property to the public, by its owner.

Mere submission of the bid implies full knowledge and acceptance of the provisions governing this procurement and the interpretation of its precise scope.

5 – QUOTING METHOD

The economic offer will be presented as part of the proposal and must be signed by the bidder or his legal representative.

The quotation must be expressed in THAI BAHT (THB) and it must include the total price of the line in numbers and the general total of the offer, expressed in letters and numbers. If the amount of the offer expressed in numbers does not correspond to the amount expressed in letters, the latter will be taken as quoted price.

Any other error in the amount quoted denounced by the bidder or detected by the contracting agency before the award, will result in the dismissal of the bid.

In the total quotation, the bidder must include such items as: security deposit, real estate commission, taxes, and others that may affect the final value of the contract and that must be paid by the Embassy of the Argentine Republic to the KINGDOM OF THAILAND.

The economic bid must be expressed in the Bidding Form that is part of this document as ANNEX "B", and must be presented as part of the proposal and must be signed by the bidder or his legal representative.

The total price quoted in the aforementioned sheet will be the final price paid by the Diplomatic Representation for all purposes.

6- OPENING OF THE BID

At the date and time established, the bid will be opened in a public meeting, in the presence of the officers appointed to that end and of any persons wishing to attend the meeting. The applicable minute will be drafted and signed by all participating officers, as well as by the bidder or interested parties present and wishing to do so.

7 – REVIEW OF THE BID

The evaluation of the bid will be performed the Directorate of Purchases and Procurement and the General Directorate of Infrastructure, Services and Administration of the Ministry of Foreign Affairs and Worship of the Argentine Republic.

During the bid review period, the bidder may be requested to rectify any errors or omissions in it.

The bidder may not amend errors or omissions in any way that alters the substance of the bid.

If the bidder fails to act upon the rectification request within the term established, the bid will be deemed abandoned.

8 – AWARD

The administrative act of award will be notified to the bidder via email, fax or direct access to the file of the interested party, his agent of legal representative.

9 –PAYMENT METHOD

Rent will be paid in accordance with the provisions of the lease agreement.

II – TECHNICAL SPECIFICATIONS

1)- SURFACE AREA: 
1.1)- Minimum surface area of 350.00 sq. m.

2)- LOCATION:
2.1)- The property must be located in a safe residential zone in the city, in proximity to other Diplomatic Residences and/or Embassies and must be easily accessible.
2.2)- It cannot be on a plot of land, where the parcels bordering are wastelands or contain a property under construction and/or an intruded property.

3)- INTERNAL LAYOUT:
3.1)- The offered premises must have an area that can be used for diplomatic activities, apart from the area for private activities.
3.2) The sector for household services may be located inside or outside the premises.

4)- STATE OF THE PREMISES:
4.1)- The premises can be new or refurbished, but must be in good condition and have a proper supply of services (water, gas, electricity, etc.),
4.2) The premises must offer an adequate state of conservation, so that it may be occupied 30 (thirty) days from the signature of the contract.

5)- PARKING AREAS:
5.1)- The property must have at least (1) one parking space.

6)- ON-PREMISES AMENITIES:
6.1)- The description of the premises must include all fixtures and amenities included (air conditioning, individual or central heating/cooling system, fire alarm system, data network, telephone lines, CCTV, electric generator, access control, security cameras, swimming pool, etc.)

7)- FURNITURE AND EQUIPMENT
7 1)- The offered premises must be free of furniture.

8)- PLANS
8.1)- For the property offered, the relevant floor plan must be submitted, including the internal layout of the premises.
8.2)- Photos of the outside and inside of the property must be attached.

9)- ADAPTATIONS
9.1)- Submission of the bid implies that the owner of the property agrees to conduct works to install communication systems (power lines, data and telephone lines, CCTV and alarms) needed for the proper functioning of the Official Residence.
